Yes. Once your account has been created, you have full control over your account. You can add funds, and create, modify and delete campaigns as you need, directly from the control panel.

You can send traffic to any legal site. It cannot contain any viruses, trojans, exploits, malware, ransomware, autoloaders or autodialers, or cannot infringe on anyone's copyright. We do not restrict you to an adult site; we can send traffic to a mainstream site, as long as your host and sponsor allow traffic from adult sources.
We can send traffic to any page that has a simple, one page, one-time console or popup or popunder. We generally will not approve any site that has multiple popups, or annoying overlays.
No. All of our traffic packages exclude any traffic from China, unless you specifically request it.
We count traffic with session cookies. You will get a surfer only once per browser session; you will not receive multiple hits from the same person. However, you may see multiple instances of a single IP number in your stats. This is from mutliple surfers on the same IP, as would happen with AOL or similar ISPs. Depending on the type of traffic and amount purchased, our "unique to raw" ratio based on a 24 hour IP pool is anywhere from 65% to 98%. Please contact us for specific details.

We use the IP number of a user, in combination with Maxmind's up-to-date paid databases to determine a user's country, state and city. We also have access to Maxmind's ISP database, so we can determine carrier information as well.
